All VM’s are linked to a vApp Container. This vApp manage networks that can be linked to vm’s.
You’ll find the network definition on the Networking Tab:
You can manage ip’s directly on VM’s Details on the Hardware Tab.

Static IP Pool has an infinite lease. Usage is defined on the User Manual. You can download it CIRB-vCloud-UserGuide-V1.5
